SA Health Committee Speeds Up Tobacco Bill Deliberations

The South African Portfolio Committee on Health has ramped up discussions on the Tobacco Products and Electronic Delivery Systems Control Bill.

The committee will expedite their decision-making process. They plan to hold more sessions in the coming weeks to speed up the process of finishing this vital piece of legislation.

Dr. Sibongiseni Dhlomo, as the committee chairperson started the session by discussing transparency, inclusion, the health effects of tobacco and electronic nicotine delivery systems (ENDS).

“We understand the significant public health implications of tobacco use and the emergence of ENDS,” Dhlomo said. He underlined the committee’s commitment to creating laws that protect citizens.

Public input shapes the legislative process

The discussions follow provincial public hearings held last month. Multiple groups such as industries, health experts, civil society and the public provided input.

The Tobacco Aware Group (TAG) played a pivotal role. They offered guidance about topics involving illicit trade, harm reduction methods and the wellness implications of non-nicotine ENDS items

“We are aware of the complexity of the tobacco and ENDS landscape in South Africa,” Dhlomo explained.

He declared that public health efforts should match health protection requirements with economic considerations.

Striking the balance between public health and industry needs

Members of the committee raised concerns about the scientific evidence supporting the proposed regulations. They also questioned the potential unintended consequences of overly stringent measures.

Calls were made to ensure the final bill accommodates South Africa’s diverse needs. These include health considerations and the socio-economic impacts on local industries.

According to Cape Town ETC, Dhlomo assured that the committee remains committed to collaborative engagement with all stakeholders.

“Our goal is to create a bill that is robust, evidence-based, and responsive to the concerns of all South Africans,” he said.

The legislation serves as a crucial tool in the fight to improve public health and safeguard the well-being of the nation’s citizens.

Beyond the scheduled committee meetings the board dedicated additional time for collecting feedback from stakeholders. This will allow a wide range of voices to speak.

Ultimately, the main purpose exists to submit the finalized bill to the National Assembly for formal approval.

The public health reform efforts in South Africa will advance significantly due to this development.
