The sentencing of 38-year-old Penina Felipe Sambo to 30 years in prison for the murder of three-year-old Melokuhle Ngwenya has reignited urgent debates about child safety and systemic failures in South Africa’s high-risk communities.

While the Pretoria High Court delivered justice for the 2024 Ratanda killing, activists warn that the case underscores broader vulnerabilities, particularly in informal settlements where undocumented residents and social fractures leave children exposed.

According to IOL, Melokuhle’s murder unfolded on April 3, 2024, when she visited Sambo’s home—a routine trip to buy sweets that ended in tragedy. “The child trusted her neighbor, a figure she saw daily. This betrayal is a wake-up call,” said Thabo Mkhize, a Ratanda community leader.

Sambo, an undocumented Mozambican national, admitted to strangling the toddler in a fit of jealousy over an alleged affair between her boyfriend and the child’s mother, then discarding the body in a recycling bin.

Undocumented populations and domestic strife fuel cycle of violence

Child rights groups argue that Melokuhle’s death reflects a pattern of violence often rooted in domestic disputes and exacerbated by weak oversight. “Nearly half of child murders involve perpetrators known to the family, yet reporting mechanisms in marginalized areas are inadequate,” said Zanele Ndlovu of advocacy group Save the Children SA.

Gauteng province, where Ratanda is located, recorded 163 child homicides in 2024 alone—a 22% increase from 2022—with many cases linked to intimate partner violence spilling over to harm children.

Sambo’s undocumented status further complicated the case. Police confirmed she had lived in Ratanda for five years without legal papers, a common issue in South Africa’s overcrowded townships. “Undocumented residents often avoid authorities, creating shadows where crimes fester,” noted immigration expert Dr. Luyanda Mbele.

Community members now demand regular patrols and neighborhood watch programs, while NGOs push for trauma counseling in schools to identify at-risk children.

Despite her guilty plea, Judge France Van Der Westhuizen’s decision to impose 30 years instead of life imprisonment drew mixed reactions. Melokuhle’s grandmother, Nomvula Ngwenya, told IOL“No sentence heals our pain, but we pray this reminds others: protect children, not hurt them.”
